President Donald Trump has only proposed a $1.69 trillion budget for Fiscal Year 2026 to dismantle “left-wing indoctrination” in education and federal agencies, targeting diversity, equity and inclusion (DEI) programs, LGBTQ+ initiatives and abortion funding.
The proposed budget, outlined in a 46-page document on May 2, seeks to cut $136 billion in non-defense discretionary spending, with deep reductions to “radical” or “divisive” programs.
Among the most significant cuts are those aimed at the Department of Education, which slashes $4.5 billion, consolidating 18 programs into a single formula grant to streamline K-12 funding while eliminating DEI initiatives. The administration argues that this will allow states to focus on “core subjects – math, reading, science and history – without the distractions of political indoctrination.”
At the university level, Trump proposed a $195 million cut from the Fund for the Improvement of Postsecondary Education (FIPSE), citing misuse of funds for programs like San Diego Community College’s LGBTQIA+ PRIDE Center. Another $1.6 billion is stripped from TRIO and GEAR UP, college outreach programs for low-income students, with the administration claiming economic growth has made them unnecessary. The budget also aggressively targets DEI and LGBTQ+ initiatives across multiple agencies.
For instance, $18 billion was cut from the National Institutes of Health (NIH) due to “wasteful spending” and “dangerous ideologies,” including studies on transgender youth; $3.6 billion was cut from the Centers for Disease Control and Prevention (CDC), eliminating “duplicative or unnecessary” DEI programs; $3.5 billion was cut from the National Science Foundation (NSF), ending grants for “woke social sciences” and climate-related research; $2.5 billion was cut from U.S. Agency for International Development (USAID), eliminating DEI-focused staff and realigning foreign aid to exclude LGBTQ+ advocacy; and $1 billion in Department of Justice grants, including funding for LGBTQ+ hate crime research and gender-inclusive Violence Against Women Act (VAWA) programs, was slashed.
Furthermore, the proposed budget eliminated $6.2 billion in global family planning funding, reinforcing Trump’s reinstated Mexico City Policy, which bars U.S. aid to groups that provide or promote abortions overseas. It also cut $545 million from Justice Department programs that targeted “peaceful pro-life protesters” under the Biden-Harris administration.
In line with dismantling “left-wing indoctrination,” the Trump administration restored national sovereignty by slashing $1.7 billion from the United Nations (UN), the UN Educational, Scientific and Cultural Organization (UNESCO) and the World Health Organization (WHO) dues under Executive Order 14199; $1.6 billion from UN “peacekeeping” missions; and $1.5 billion from Food for Peace, citing corruption and market distortions.
The administration argued that foreign aid often enriches oligarchs rather than aiding the poor, while local entrepreneurship fosters real prosperity.
Additional cuts include $650 million from the Shelter and Services Program, which funded NGOs accused of facilitating mass migration and $247 million from the Transportation Security Administration (TSA), ending policies that allowed undocumented migrants to fly without proper ID.
In turn, the budget boosts Department of Homeland Security (DHS) funding by 65 percent ($43.8 billion), prioritizing border enforcement and deportations. Meanwhile, it cuts nearly $2 billion from refugee and Unaccompanied Alien Children (UAC) programs, which were “weaponized” by the Biden administration to incentivize illegal immigration.
The budget also increases funding for Federal Aviation Authority (FAA) air traffic control hiring, rail safety grants (following the East Palestine, Ohio disaster), Drug Enforcement Administration (DEA) fentanyl interdiction and trade enforcement against China.
